Norman Christopher Francis, the trailblazing American academic who served as president of Xavier University of Louisiana for 47 years and was awarded the Presidential Medal of Freedom, passed away on February 18, 2026, in Jefferson, Louisiana. He was 94 years old.
Born on March 20, 1931, in Lafayette, Louisiana, Francis was the son of parents who had not finished high school. His father was a barber who rode a bicycle to work because the family could not afford a car. Young Norman earned pocket money shining shoes on Lafayettes main street. Despite their modest means, his parents insisted that all five children attend Catholic school and rarely miss a day.
Francis earned a Bachelor of Science degree from Xavier University of Louisiana in 1952, where he was an honor student and class president all four years. He then became the first African American to enroll at Loyola University New Orleans, earning his Juris Doctor degree in 1955.
In 1968, Francis was appointed president of Xavier University of Louisiana, becoming the first Black and first lay president in the schools history, and only the second African American to lead a Catholic university in the United States. Over his remarkable 47-year tenure, he transformed Xavier into the nations leading producer of African American students who go on to earn medical degrees and PhDs in the sciences.
Francis also played a crucial role in Louisiana recovery from Hurricane Katrina and Hurricane Rita, serving as chairman of the Louisiana Recovery Authority, the state agency charged with planning the rebuilding effort. Under his leadership, Xavier itself recovered from catastrophic flooding that had devastated the campus.
For his extraordinary contributions to education and public service, Francis received the Presidential Medal of Freedom from President George W. Bush in 2006 and the Laetare Medal from the University of Notre Dame in 2019. He received 35 honorary degrees from colleges and universities across the country.
His brother, Joseph Abel Francis, served as an auxiliary bishop in the Catholic Church. Norman Francis is remembered as one of the most important figures in American higher education, whose vision and dedication opened doors for generations of African American students.
